Don't be afraid to really get after it with the clay. This isn't supposed to be a tender, caring step. This is a step where you give the paint hell and pull everything that's stuck off the paint. As long as you keep the paint well lubricated you won't mar it with regular over-the-counter clay.

Start over, dawn wash to get any wax off. Then a good clay job. If that still doesn't work then look into one of those bug and tar removers. If that still doesn't work then it might be time to look into polishing, either by hand or machine. Let us know if you get to this step and we can suggest some products for you.
