Here in Quebec we have a law stating that we must have snow tires from November 15 to march 15. So legally we could take our babies out as of next tuesday.
But we had 2 feet of snow since the last 2 weeks, warm weather, freezing and heres how some majors streets looks like since a few days. No way to get the baby out in that mess.
