If its a 01/01 sensor or a 02/01 sensor the issue is before the CATs. Not to worry though, hopefully. Chances are that the sensor(s) have gone bad due to the burn off of residure inside the headers during their initial firing. In other words, the residue that the headers had inside them for storage/shipping burnt off and coated the sensor tips. Try replacing them and you might be surprised to find that you can keep all of the emissions working properly, especially if they are checked in Washington!

If it is a xx/02 sensor it is after the CATS and, as stated above, you can tune them out as they do not have anything to do with the fuel/O2 mixture by the computer. It only reads the input for adjustments from the front O2 sensors.
