I haven't seen anyone who got a ticket for a few over. Seems like the lowest is 10 over and sorry but you've got to pay to play. If you drive fast you know the risks, no sense complaining about it. As for the colored halos it is a stupid law but it is a law nonetheless and they enforce it consistently regardless of what kind of car you have.
