I think others have said the info possibly gets put out at Close of Business on Wednesday....not sure if that's true though.
I believe your second statement is true. If they don't get an allocation in March for April they'll have to wait for April to find out if they get an allocation for May.
I'm sure that if they are getting an allocation they will for sure know by Saturday.
