Very much so. No one likes to get passed, but if you don't allow others to pass, you should be pulled from the track and red flagged. That's what they do here in SA. You don't pay money to get STUCK behind somoene...and the instructors and people who run the show know this. They should have been better about explaining it to the drivers and then followed through with it.

You could have fixed that by putting emergency lights/siren on THR2. Flip them on and have them move over - then pass !!
