How much longer do you have until you PCS from Germany? Are you going to stay overseas? I know kinda weird I'm asking these questions but I myself am in the military and I just moved back to the States from Europe. The only down side like you said earlier if you were to pre-order the car now it would have to be from a dealer in the states then you would have to ship it to europe, I think the cost would run around 1k and up to ship to Germany that's how much the shipping company was charging that shipped my vehicle back to the states but of course it's free for us military(Goverment funded)
It's a bummer that Chevrolet stopped there military sales program that would have made it alot easier for you to order overseas. Will I hope this kinda help you stay safe out there. I was in Balad from Fall 07-Winter of 08.
