So could/does a dealer just ask for 50 cars or something absurd in this situation? I know they can keep dreaming as GM won't give them that many but is this basically how it works? When do they get the response to this request? Is the response called "allocation"? And that tells them how many they'll get each week and which week they'll get it?

You could ask for as many as you want. The only problem is you only "earn" so many based upon prior sales history and performance. The only response you get is in your "Final Allocation". You see, GM gives you "estimated shipments" and then you base your "consnensus" on that number. Say you have 15 estimated shipments of Cobalts. You may only want 5. They can give you no more or less than 10% above or below that number you asked for. If other dealers ask for more Cobalts and GM covers what needs to be built, they probably won't stick you with more than you asked for. But if no other dealers want Cobalts and you asked for 5, they will stick you with another 1.
So with a Camaro, everybody wants them. So if you have an estimated shipment of 1, and you ask for 10, you have to assume that other dealers will not take the ones they have earned for you to get the extra 9. But we know that's not happening. that's why you can ask for a hot product but you won't get it because everyone wants their share.
WHEW!
