It's up to the person changing lanes to signal, make sure no one is in the way or will be, then change lanes. You can't do this talking on the cell phone.
Thats what I'm saying.I've seen the same senerio before. It's a heads up, something to look for in the future. You CAN'T control when some idiot doesn't do what you stated above. It was just presented in the wrong manor. Suggesting a more experianced driver would have expected that. Not thing againts Susan.
