To the best of my knowledge, the "up to invoice" is for GMS/GSU. With regards to the College discount, I have absolutely no idea so I won't speculate. That being said, if I remember correctly the dealer doesn't have to accept
any discounts regardless of whether he's reimbursed for it or not.
