Constraints change weekly and any orders actually submitted that week need to conform to the constraints, otherwise they will be passed over, in a sense the dealer loses their spot if they submit a car that does not meet constraints, whether it is a stock or a sold order. So on a sold order, the customer may have to make a change to their order to get it placed or else the dealer would order a different car and the customer waits until their order is free of constraints. Also, constrained doesn't necessarily mean they are building 0, it just means that production is limited (though it could be 0). The last couple weeks several V6 models have been on constraint, so if your order made it through and you have an event code beyond 1100, consider yourself fortunate.
