Actually.. no it's not. It's getting paint first, then it goes back in.
Order of STGD:
1) Suspension BS
2) Panel Fit
3) Fill (for some reason this overlaps with the above)
4) Prime
5) Sand
6) Paint
7) Interior install
8) Alignment
9) ???
10) July 5th?
