From what I know Cowl Induction is when Cold High Pressure Air that is built up between the windshield and the hood is forced into the hood by a Cowl. If it is anything like a CAI or Exhaust then yes it could very well create a better effect just by increasing flow space.

But I am pretty sure you would want to make sure there is nothing underneath it majorly important before driving with it off.
