In the RS package on the SS you are paying for HID with halo ring, darker tail lamps, body colored roof ditch molding, and 20" Midnight Silver rims. I personally think the price is more than fair. But that's a question that only you can answer.
As for the price to replace HID's, I couldn't tell ya. But considering it's a charged gass that illuminates and not a filament, I doubt they give ya much trouble burning out. However I have no experience with HID's.....yet

I originally ordered a 1SS to save money.
Then I thought to myself, don't you want the leather, upgraded stereo, gauges package, steering wheel radio controls, etc?
The answer was yes.
Then I asked myself, don't you want to HID's with the halo ring (man they really make the car look good), body colored ditch molding, and midnight silver wheels?
The answer again was yes.
So I decided the extra cost for me will be well worth it. I plan on keeping my Camaro for a long time.
