I have never driven a CAGS-equipped car, but from what I understand, it's a solenoid switch that enages in certain conditions, like you said, if the rpm is under 2000, the throttle position is less than 25%, and the temp is above 160 degrees. (I made those conditions up, but I think it's something like that.) When the switch engages, it literally locks 2nd gear out, so when you pull the shifter down, it will go down and around the gate into 4th gear. Physically.

Do you mean it rarely shifts from 1st to 4th? Or do you mean that when it does shift from 1st to 4th you don't notice it? Because I'm pretty sure I'd notice the difference between 2nd and 4th gear...
And speaking of automatically going into 4th gear, is there an electronic gear indicator or CAGS indicator letting you know it shifted into 4th for you?

Sorry, what I mean is that if you shift above 2000 RPM or with a heavier throttle you will have a normal feeling 6 speed manual. The gate will only force you to 4th gear if you are driving very "gently". So when I say you hardly notice it, I mean I am rarely forced to 4th gear. For my normal driving I can pull straight to 2nd with no problem.
Also, you will learn that when driving very gently if you do get forced to 4th, you can just slide the lever a bit more right and then pull back down to 2nd. It will become 2nd nature. I udnerstand why it bugs some, but on the SS, I have rarely had the CAGS force me to 4th, usually just straight down to 2nd.
