Ideally, you want them to bottom out on the spacer. That's why the spacer is shaped the way it is, and the clamps curved like they are. They are made to stretch when tightened, and are fully tightened when the clamp ends bottom out in the "reaction block", or the spacer in the middle. You did it correctly.
