Yes you can run long tube headers without a tune, but you won't be getting the full potential out of them. You might possibly be throwing some timing as well.

With long tube headers and a good tune you can see up to around +55 rwhp. Then shorties (not very familiar with them so if I'm wrong someone please feel free to correct me) but around +25 rwhp
