Don't know if this has already been mentioned, but although GM may have its hands tied, (and I'm not convinced that's true) Kentucky's Motor Vehicle Commission does not. They have to license dealerships and investigate fraud and other complaints against dealers. It would be worth letting the dealer know you intend to follow up with the MVC; maybe that will put the fear of God in them.
