yeah, like I said, it CAN based on the characteristics of the tip. wont be noticeable in the least, but it technically has the capability to add power (or detract)
for instance...
all the tips in this picture are of different sizes, lengths, and shapes. the differences can affect the volumetric efficiency of the exhaust gasses.
then you have tips like these:
that have valves that open and close inside the tip.
then you have tips like this:

that arent doing any but pure looks
then if you take these for example:
the "tip" is 20 some odd inches long.... and compared to the size of the rest of the tubing, it opens up more after the muffler which could enhance the scavenging effects to help draw out gasses.
and then there are some like this:
that have adjustable "tuners" inside the tip that you can restrict or open the exit to change the sound of the exhaust (which would change the flow characteristics and thus have a minute change on power out put)
but like I said, dont go buy exhaust tips looking for power. they CAN add or subtract power based on their design, but it wont be noticeable
