The Snow kits are easily adjusted. You can have it set to come on under a certain boost psi and then it will progressively increase. It's not just off or on. I run a dual nozzle set up on the systems that I install. There are different size nozzles so you can fine tune the amount of injection.
I would have the controller set to work anytime the engine is running. And yes you will get a bigger benefit with a tune.
