It's a tough one for sure.
Stiffer penalties for owners on dog attacks don't help the people that were attacked. And only creates another person in the jail or prison system that otherwise would not be. Not everyone with a pit, rot, or other dog that attacked and mamed or killed someone is irresponsible or even a bad person at all. Not even a dumb person. Just wasn't informed.
I didn't know any of this. I trained my dog the old fashioned way. Pain as a deterent. Only took three or four times getting whacked with a golf club and he'd learned all he needed to know. (the handle side of the club, and not hard, just enough to sting a little) After that, you NEVER need to do it again. The dog is smart enough to understand the chain of command after that.
But had that been a Pit, I might have created a problem. And I could end up in prison or jail for something I had no idea about.
Nobody ever checks up on dogs that are sold. WAY too many to check on.
