I'd doubt, too, that very few agreements as to what the new owner will do with the dog are ever really followed up on.
I'm not in favor of yet another law, though, just to try to "fix" this problem. At some point, we have to realize that it's darn near impossible to have regulations that MAKE people be responsible! Let me rephrase that: we can have the regulations, but it's hard to
make people be responsible!
Talk about playing Big Brother! And we don't need to be adding any more costs to the public budgets.
