Sorry to hear about your experience that being said it's a free market economy at least for a few days more. Ever heard of buyer beware?
My dealer who I had bought 4 cars from in the past told me the price was to be determined but he'd be glad to take my deposit and i could walk away if the price was too high. Like I dint see that coming, I told him no thanks and kept looking I gave him a few more opportunities but no luck. He even told me to wait till after the demand went down along with the price. He went on to tell me that it was the owners policy to do business like this. Guess what I moved on. So anyhow GM I'm sure knows about dealers circumventing the rules the problem is how do they investigate and enforce them. It would take more money than the government has given them. Everyone should get their prices in writing. Unfortunately the dealer dangled some bait and you took it being an honest trusting customer its all sad but now deal with it and stop blaming the manufacturer, move on. I did check with GM Customer Service again today and they verified to me that my 2nd order number was cancelled on 3/21. I guess Rod Hatfield decided that it wouldn't be to smart to leave that 2nd order under my name also. Right now, I've just decided that there is a reason behind why this isn't working out for me.
