Hydraulic is classic technology that everyone is familiar/comfortable with, is available in off-the-shelf parts for large/heavy vehicles, works if the engine is running but electricity is unavailable (not going to happen on a modern car, computer needs electricity to keep it running), and may still be cheaper.

My G6 GTP has the hydraulic steering and it is the only thing that I love on my car. Has wonderful road feel. I actually got a base G6 as a loaner car when my car was in the shop and it had the electric but it handled like crap. It was numb and way too loose.
