As an FYI, Ebay has teams out there encouraging them to put new car listings on their site (So EBay can make money). I (personally) see no point in using EBay unless it's for a used vehicle.
As for orders, the dealerships can do what they want with the allocation. Pre-orders, lot cars, whatever. If they order two lot cars, then have a customer come in - they can work it the way they want. There's no laws or rules here. I see no reason to burn someone for this. And this isn't the first time, and won't be the last.
