By law it can't work that way - every dealer gets "X" amount of cars. They can't be told HOW to sell them, HOW MUCH to sell them for, or WHERE to sell them.
There is a formula for distribution (Covered in the forums countless times) and when a dealer has consensus to submit an order, they will do so, sold or not...It's a straw pulling thing that I'm sure no one likes, not even me...but that's how it works, that's how it's done by all manufacturers. They have a right to the product they're licensed to sell, and cannot be told that because one isn't "sold" you can't have it.
The great thing is,
