Not quite. The FTRA is the cutout + additional ducting, as well as sealing material to close off the gap in front of the air box and allow some mild pressurization. I ran my car with just the cutout for quite some time before I bought the FTRA and definitely noticed a difference. My MPG increased, throttle response increased, and it felt like it had a bit more grunt at highway speeds.
Whether or not that justifies the price is of course open for debate.
