I have the same set up. Simply swap out the cats during smog time. The laws here are nuisance but there are ways around them. You can run shorties but without high flow cats they dont do much, and it's a huge debate that they do anything at all. But if you have to choose JBA's and Doug thorley are top choices I've seen.
