Depends on what it was painted with,and how well of a job was done. If its rattle can...run. If it was done by a shop and automotive paint was used then yea its pretty much the same process.
Tape test it. Take some green 3m masking tape (like 4" long) and pick a spot low on the car. Stick all but the last inch on the car and rub it on hard with your fingernails. Grab the loose end and yank it straight out real fast.Do this in several random spots. If the paint comes off with the tape,its most likely rattle can,but either way it will either have to be stripped off or sanded off beacuse the flat black is not adhered well enough,and will eventually peel,taking your new paint with it. Properly prepped,applied and cured paint will not come off with this test. And most automotive paints are not compatable with rattle can paint. Thus creating a host of issues.
If the guy selling the car refuses the test then walk away.
