OK, total W.A.G. here. Maybe they are there to aid in initial wheel installation. So if the wheel doesn't go on straight it'll hit the lead weights and since lead is softer than aluminum it won't scuff the wheel and the wheel won't scuff the finish on the caliper. Maybe the dealers (or a Q.C. team at the factory) are supposed to remove the weights, but the info. never got out?
Generally the adhesive on wheel weights won't survive high temps (generally far lower than the lead itself) so they will remove themselves after significant hard use. Unless they aren't just wheel weights, but something specific.
My other thought was that they were like "zincs" similar to what is used on a powerboat outdrive to draw corrosion away from important parts.
