The boot support is polyurethane and can become pretty hard in cold weather. The warmer the part gets the easier it is to stretch and slide on. A couple of tricks are:

1. use a dab of grease for easier assembly

2. put the boot support in the microwave for 10 to 15 seconds (DO NOT OVER DO IT - or you'll ruin the part) to warm it up just prior to install.

Again, I'm talking about the boot support(s) not the lower dust boot here.
