Those are wheel weights from the wheelroom. Those are used on the flangeless wheels and are adhesive, If you got this on your Camaro look into getting the proper fix thats available. Flangeless wheel weights are unaccceptable stuck on brakes! The multiple of weights only offset the problem, not fix it.
