I'd say most of Oregon and New Jersey would consider the other states the ones with the 'stupid rule' that you have to pump your own gas.
For many reasons I have no desire to pump my own gas. When the weather is bad and I'm driving somewhere dressed nice, why would I want to get out of the car and pump gas? Why would I want my hands to reek of gas?
Face it, Oregon and NJ are the only states with the sense to think of the drivers convenience.
