I don't think it was ever signed into law...

I did some researching online and didn't come up with any hard evidence that it did pass. I also found this in a forum:

" I actually just called Sen. McKenna's office. He is the sponsor of this SB 781 and his office said the bill DID NOT pass. Some bad information is floating around out there."
