M usually means Megapixel.
4:3 is the aspect ratio (a ratio like 4 inches width to 3 inches height). Sort of like how HD TV's these days have a 16:9 aspect ration (wide screen).
Unless you're running out of space often on your memory card, it's not a bad thing to take pictures or video at the highest resolution the camera does. From there, you can always edit the resolution and other things with a good photo editing program. I use Photoshop, however there are free programs like GIMP that will allow you to edit and do most everything you can do in Photoshop.
