Whoever said that this has not been done where do you think the extra 13hp come from LOL.

overlap does not create power. Overlap simply mean the time when the intake valve and exhaust valve is briefly open during a stroke. Increasing overlap on idle causes the idle to become unstable creating the cam effect. Decreasing overlap does the complete opposite which is usually how factory set the vehicle on idle.

However, we can control when the intake and exhaust valve open and close( reatard and advance) via phasing, but only to a limit. The beauty of having a program such as EFI or hp tuners which by the way currently support 2012 v6 camaro is that you can do all of this yourself, but if you do have an idea that you would like to try you can always talk to Vince about it and he should not have a problem writing you a tune as long as you are not trying to get pigs to fly lol.
