Where I live I believe the photo ticket program was found to be unconstitutional years ago due to the fact that a person has a right to confront the witnesses in his case. Doesn't seem fair to issue a citation to a vehicle..or even worse to issue one to the person that owns the vehicle simply because they own it even if they weren't driving it at the time.
