1: The Valentine 1 probably should not be mounted in the front of a car. It is not weather proof and would probably not last very long in the harsh outdoor environment.
The Escort 9500ci unit does mount in the bumpers with all components hidden from view. It is a custom installed unit that has radar sensors and laser sensors that are mounted in the front and rear of the car with the main unit hidden from sight.

Many devices are designed to be plugged in to the OBD-II port, such as diagnostic equipment, that can be purchased off-the-shelf from designers that are not associated with GM.
