A dealer BUYS the car from GM just like you buy it from the dealer. So, no, GM can't tell the dealer how much to sell it for and they can't do anything about it.
It would be like a dealer telling you how much you can sell a car for on Craiglist or Ebay that you previously purchased from them.
However, GM can refuse to build cars for dealerships or even ship them if they aren't in good standing. The car doesn't belong to the dealer until it's paid for by the dealer and not the customers until the paperwork is signed at the dealership.
