The only thing I could find is that car manufacturers can't sell directly to the consumer via the Internet because of the law, but if the dealership's didn't exist then there'd be no franchises so how could you break them if GM didn't franchise any portion of its business?
However, as it stands the dealerships apparently contribute to A LOT of political campaigns and therefore have some...pull.
