I think the best case solution (read: not ever going to happen) would be to keep the dealerships open, but instead of being privately owned they would be owned by GM and not given the leeway that they currently enjoy. There'd be no mark ups, there'd be no fake customer orders and there'd be no allocations, just order the car you want and wait for it to come.
