How about getting a 8x10 of each photo done at Wal Mart for under $10, in an envelope with a note that it would be GREATLY apppreciated if this stopped NOW before I need to take fruther action...

Start humane way then if you need to go further (with the law) do so. He then knows you are watching the car always and will not try anyting...
