it's not necessarily a matter of just YOUR dealer only being able to order 3 a month. GM has a few thousand dealerships. Just about every one of those dealerships has a list of people that are trying to order the Camaro. They have to ration out the # of cars that are able to be built between all of them.
Otherwise, you will demand your dealership order your car along with the other 1 or 5 or 25 that are on his list... My dealership would demand that all of his orders be built... The other guy's dealership should have his order built along with the other 8 people that ordered before him at that dealership. So there has to be a system to allow each dealership to be able to get orders filled, based on how many can be built.
