The dude in the Camaro, his insurance "should" cover the loss.
His insurance company will go after the kid's parent's insurance company and their insurance will go SKY HIGH!! WHICH IT SHOULD!!
After all that, I would hire an AWESOME lawyer and have him write a nice little letter knowing they are going to court or "settle" outside of court for a price!!
