They have the parts lying arond, but to include them in regular cars it would reduce the engines life and increase cost a bit. So they let you do it instead. GM's engines, notably their V8's, are generally pretty mild from the factory. More so than most other manufacturers. But that also alows for a very cheap build up for those that are interested. From what I understand, a cam swap and intake and you get LS3's up to nearly 500 hp with parts from GM's own catalogue. So they can bump the rating up to 450 when ever they want.
