I know in Ohio from working at a few dealership (sales) that any and all cars inside the buildings (including the body shop and service department) HAVE to be unlocked and the keys are either in the ignition or easily accessible (within reach while sitting in the driver's seat). This was explained to me in detail by the fire marshal when we were setting up a new showroom. The reason, as explained to me, is because if there is a fire the fire dept will try and get all vehicles out if they can. If not 1 showroom could have 15-20 bombs just sitting there waiting to go off, not even counting what are in the service/body shop.

I would go and sign the papers and take delivery of my car.
