Look at the WRX Scoop, that thing is HUGE and is functional for that tiny engine.
My Mustang did not come with a scoop, But I added the Roush Hood Scoop and made it a fully functional scoop. Not easy but I did it. (I will post pictures once I finish the US Patent paperwork.)
As far as Cowl Hoods today, most are not functional since modern engines do not have a carb on top of the motor, the intake tube and filter box are located in the front or front corner of the engine compartment, the amount of ducting needed on a metal hood would be expensive and heavy.

I agree. But there are plenty of aftermarket companies like (edit) APM that make functional Cowl and ram air hoods with the appropriate intake ducting to make it work. Chevy can do it too.
