Being a private racing event, you shouldn't need a DL or your dad to ride with you. There are many events that kids race in around the country. You driving by yourself would be determined by you parent(s), the track operators and event organizers. Hopefully one of the mods can get the answer for you on their rules and if the track will allow at this event. If they both will allow then it would be up to you to convince your parent(s)! Good luck!
