While there may be a Federal Law regarding the use of radar/laser jammers, state and local police do not enforce Federal Laws. FBI and the appropriate federal agencies are responsible for enforcing federal statutes.

There are many state and local laws that are similar to fed laws, and they will give you a ticket for a State or local violation.
If you've been unfortunate to have gotten a ticket, the violation you are cited for is the state/local code, not a Federal statute.
