I'd say that 20 degrees F is fairly significant here.

PV=nRT. Pressure x Volume = Amount of air x some fancy constant x temperature

Now, we can assume that pressure is constant, and we're talking about a fixed volume of air so thats constant too. And the constant is ... I don't need to explain that one, do I?

So lets re-write that equation for our situation

Now, going from 70F to 90F means that your air temp has increased by 4% (relative to absolute zero). So if it goes up by 4%, then the amount of air has gone down by 4%, and consequently you're engine power will be down by a similar percentage.
